Vijay L Kelkar's Biography
Vijay L Kelkar is an Indian economist, known for his role in economic reforms in India in the early ’00s. In September 2012, he submitted to the Government of India a report on fiscal consolidation, known as the Kelkar Committee Report. He is currently Chairman of the Forum of Federations, Ottawa & India Development Foundation, and Chairman of Janwani, a social initiative of the Mahratta Chamber of Commerce, Industries and Agriculture in Pune.
From January 2008 to January 2010, Vijay was Chairman of the Indian Finance Commission, in the rank of a Union Cabinet Minister. From 2002 to 2004, he was Advisor to the Minister of Finance. He also served as Indian Finance Secretary from 1998 to 1999 and as an Executive Director at the International Monetary Fund (IMF), overseeing its operations in South Asia from 1999 to 2002.
Vijay’s career in the Indian civil service started in 1973, when he joined the Planning Commission, later moving to the Commerce Ministry as an Economic Adviser. Since then he has served in various posts, including Secretary of the Economic Advisory Council to the Prime Minister (1985-88) and Petroleum Secretary (1994-97).
