Norman Chan's Biography
Dr Norman Chan was the Chief Executive of the Hong Kong Monetary Authority (HKMA) in October 2009 – September 2019. During this period, he was a member of the Financial Stability Board (FSB) established by G20 and served as Chairman of FSB’s Standing Committee on Supervisory and Regulatory Cooperation in April 2017 – August 2019.
In 1976, Dr Chan graduated from the Chinese University of Hong Kong and joined the Hong Kong Government Administrative Service. He left the Administrative Service in 1993 to join the HKMA as Executive Director and served as Deputy Chief Executive in 1996 – 2005. He then joined the Standard Chartered Bank as Vice Chairman, Asia in December 2005 – June 2007. He was the Director of the Chief Executive of the HKSAR’s Office in July 2007 – August 2009. He has been the Chairman of the Board of Trustees of Chung Chi College of CUHK since August 2021 and Vice Chairman of CUHK Council since April 2023.
Dr Chan received Honorary Doctoral Degrees from the CityUniversity in 2020, Lingnan University in 2021, Shue Yan University in 2022 and the Chinese University of Hong Kong in 2023.
Dr Chan has founded a Fintech company, RD Technologies, in 2020. He is the Chairman of the Hong Kong Acquisition Corporation from 2022. He has become the Founding Chairman of Hong Kong Institute of Web3.0 since April 2023.
