Professor Liu Mingkang is a prominent Chinese regulator and the former Chairman of China Banking Regulatory Commission (CBRC).
He served as Chairman of CBRC from its creation in 2003 until he reached the retirement age of 65. During his tenure he was responsible for putting in place an effective regulatory structure which helped the Chinese banking system to weather the global financial crisis and to emerge relatively healthy and well capitalised.
Mr Liu was a member of the 17th Central Committee of the Communist Party from 2007 to 2012. He is also a member of the China National Energy Commission, Vice Chairman of the Committee for Economic Affairs and a distinguished fellow at the Fung Global Institute in Hong Kong where he provides strategic advice on research to its leadership.
Previously, he was Chairman and President of the Bank of China (2000-03), Chairman of China Everbright Group (1999-2000), Deputy Governor of the Bank of China (1998-99) and Deputy Governor of China Development Bank (1994-98). He has also served in the past [strike] as Deputy Governor of Fujian province and Secretary-General of the Fujian provincial government.
A graduate of the University of London, he has received a MBA and an honorary doctorate from Cass Business School.
