Ciaran Martin's Biography
Ciaran Martin was the first CEO of the National Cyber Security Centre, part of GCHQ. During this time, Ciaran led a fundamental shift in the UK’s approach to cyber security. This new, more interventionist approach to cyber security, has been widely praised internationally.
Before joining GCHQ, he worked for 23 years within the UK civil service. He held senior roles within the Cabinet Office including Constitution Director (2011-2014). He was involved in the negotiation of the Scottish Referendum and equalisation of the Royal Succession laws between males and females. Other roles included Directory of Security and Intelligence, Principal Private Secretary to the Cabinet Secretary and Private Secretary to the Permanent Secretary to HM Treasury.
Ciaran was appointed a Companion of the Order of the Bath (CB) in the 2020 New Years Honours List for services to international and global cyber security. Since September 2020, Ciaran has been a Professor of Practice in the Management of Public Organisations at the Blavatnik School of Government, University of Oxford.
