Victor, who is a former Senior Vice President at the China National Offshore Oil Corporation (CNOOC), is a leading expert on China’s energy strategy, and its influence on China’s foreign policy. Victor is also Director of the China National Association of International Studies and an Executive Director of Beijing Private Equity Association.
